Appointed Chaplain to the Pope in 1986 by Pope John Paul II. In 1997 he was named adviser/assessor in the Secretariat of State. In 2002 he was named a titular archbishop and appointed Apostolic Nuncio to India and Nepal. He went on to serve as nuncio to Canada, a post from which he resigned in 2013.
In 2014, Pope Francis appointed him apostolic nuncio to Lithuania. Pope Francis also appointed him nuncio to Estonia and Latvia. This continues the recent practice of having a single apostolic nuncio representing the Holy See remaining in the Baltic States but residing at the nunciature in Vilnius. In March 2019, Pope Francis named him Apostolic Nuncio in Austria.
